南方网讯 根据国务院办公厅的批复,深圳将代表中国申办2011年第26届世界大学生运动会.为确保申办工作有领导、有组织、有计划地开展,深圳市成立了第26届世界大学生运动会申办执行委员会（名单见A2）.昨天上午,省委常委、市委书记李鸿忠和副省长许德立在市民中心为大运会申办执委会揭牌,标志着申办工作全面启动.市长、申办执委会主任许宗衡在揭牌仪式上表示,深圳将周密规划全力以赴,争取申办成功,深圳也完全有能力办出一届有新水平、新风范、新气派的大运会.市领导李意珍、梁道行、闫小培出席了揭牌仪式.
深圳市申办大运会有四大优势
世界大学生运动会是由国际大学生体育联合会主办的综合性大型国际赛事,素有“小奥运”之称.大运会每两年举办一届,分夏运会和冬运会,到今年8月的土耳其大运会为止,共举办23届.我国北京曾于2001年成功举办第21届夏季大运会,哈尔滨也于去年成功取得2009年冬季大运会举办权.
据分析,申办大运会,深圳机遇与挑战并存.申办优势主要表现在四个方面：一是国家教育部、体育总局和省政府是申办工作的坚强后盾；二是经过25年发展,深圳综合实力不断增强,已具备承办重大国际赛事的实力.另外现有的体育场馆经过扩充改造,完全能满足举办大运会的需要；三是北京第21届大运会给国际大体联留下深刻印象,他们对中国举办大运会充满信心；四是深圳市气候、地缘、环境、交通等都具有明显优势,海陆空立体交通十分便利,到2011年地铁三号线还将通至新建的龙岗奥林匹克体育新城.但与此同时,面临的挑战也不少：2001年起大运会已连续几届在亚洲举办,另外,由于各国对世界大学生运动会越来越重视,申办城市之间的竞争也将非常激烈.这些困难不可小视.
新建、改建50个场馆
据介绍,世界大学生运动会比赛项目一般在12个左右,参考2001年北京举办大运会的经验,大运会需要的比赛及训练场馆数量在50座左右.目前深圳市拥有各类正式体育场馆30座,正在建设或拟建的体育场馆10个.在现有场馆基础上,深圳市还需建体育场馆10个左右,重点放在区一级和大专院校.
体育场馆建设的“重头戏”是选址龙岗中心城西区的“奥林匹克体育新城”.据介绍,“奥体新城”总面积达13.4平方公里,其中将包括一个以体育活动为主的总面积达6.5平方公里的奥林匹克体育公园（简称奥体公园）.而奥体公园中则包括一座可容纳6万名观众的主体育场,大运会开闭幕式将在此举行；一座可容纳1.8万名观众的主体育馆；以及游泳中心、全民健身广场等.按照规划定位,奥体新城瞄准的赛事定位是承办国家、亚洲乃至世界级大型综合体育赛事和各类国际、国内专业赛事,并成为深圳的全民健身活动基地.
广泛发动全民参与
许宗衡对申办工作提出了三点要求：一是要坚定信心,志在必得.经过25年的发展,深圳已经具备承办重大国际赛事的物质条件和综合实力,同时中央、省委、省政府的大力支持以及全国人民对深圳的关心关注,都是申办工作的优势.我们要清醒地认识到所肩负的责任和使命,坚决按照李鸿忠同志提出“要把申办世界大运会作为深圳建设国际化城市的标志性大事、世纪性工程来抓”的指示精神,勇于面对困难,周密规划、扎实工作,争取最后成功；二是要全力以赴,通力合作.申办执行委员会要创新工作理念和服务模式,建立集中、高效的服务规范和内外协调的工作机制；申办工作标准要从高从严,善于抓住重点、难点和关键环节；各有关部门和单位要各司其职,各负其责,形成合力；三是要广泛发动,全民参与.申办工作要全市动员,调动各方积极性,凝聚各方力量,切实把申办工作变为全市人民的自觉行动,同时要加大宣传力度,为申办工作营造良好氛围.
应邀前来出席揭牌仪式的中国大学生体育协会秘书长杨立国表示,深圳已经具备了承办世界大运会的实力和条件,中国大学生体育协会一定会全力以赴支持和配合深圳的申办工作.
后年1月见分晓
据了解,深圳申办第26届大运会于去年6月开始准备,省市领导随后又专程赴京拜会了来华访问的国际大体联执委会主席基里安先生,还于今年1月应邀出访奥地利,利用出席第23届世界大学生冬季运动会、列席国际大体联执委会等机会,宣传推介深圳.深圳也多次派员前往北京、广州、哈尔滨等地考察学习申办、举办大型国际赛事的经验.
目前,国内申报工作已经顺利结束,进入正式向国际大体联提出申报的“冲刺”阶段.根据要求,深圳市将在2006年6月底之前完成向国际大体联的所有申办工作.在2007年1月都灵冬季大运会期间举行的国际大体联执委会上将投票决定2011年大运会承办城市.

本报讯刚刚率团成功结束申大之行的深圳市市长许宗衡回到北京,参加在北京举行的全国金融工作会议.许宗衡在北京首都国际机场接受了媒体记者的采访,他仍对申大历程感慨不已,并承诺,“深圳将办世界大学生运动史上最成功的大运会”.
今天下午,申大代表团将回到深圳,市委书记李鸿忠会亲率领导班子迎接胜利归来的代表团,主办工作也将随之全面展开.
申大成功后的任务还很艰巨
许宗衡昨日在首都机场表示,北京时间17日凌晨大家共同期待的第26届世界大学生夏季运动会揭晓时刻之所以令人格外激动,是因为此次申办是历史上决定一个主办城市最激烈的一次——正是由于在2011年前,北京将主办2008年奥运会,哈尔滨将主办2009年大学生冬季运动会,广州也将举办2010年亚运会,这些国际赛事都将在中国举行,这是影响国际大体联执委为深圳投票的最根本原因.
许宗衡特别强调,主办权拿到了,这只是城市进步的第一步,后面的任务还非常艰巨.深圳将按照申办报告的承诺,加强城市文化、体育等基础设施建设；市民也将全面提高综合素质,加快现代化、国际化步伐；并将加强城市软件综合建设和城市管理水平；同时,加强国际交流合作和互动.
国际摩联F1中国总部设在深圳
北京时间昨日,深圳申大代表团在都灵举行了答谢酒会,并向当地各界道别,都灵市官员、在都灵的侨界代表等200多人也参加了答谢酒会.会上还宣读了国务委员陈至立发来的贺电、国家教育部发来的贺信.
按照出访前既定计划,许宗衡还在下榻的皮埃蒙特酒店会见了国际摩联F1推广委员会主席尼克鲁.尼克鲁表示,将把国际摩联F1赛事的中国总部设在深圳.深圳市副市长梁道行参加会见.
当天,深圳市委副书记李意珍也在都灵会见了都灵副市长德沃克利,双方对文化、创意产业等方面深入交换意见.李意珍还代表深圳市委市政府诚意邀请都灵组团来深参加5月举行的文博会.
龙岗将提前10年实现现代化
作为第26届大运会主办的核心区域,大运城和大运中心都落户深圳市龙岗区,而成功申大将对龙岗的发展起到巨大的促进作用.昨天,龙岗区区委书记李铭说,将竭尽全力支持并按时保质完成大运城和大运中心建设等任务,同时,借助这座体育新城的建设,龙岗区也将全面提高硬件建设、城区管理水平、治安水平和居民综合素质,“龙岗区将提前10年乃至更长时间实现现代化.”

南方网讯经国务院办公厅批准,深圳市将向国际大学生体育联合会申报举办2011年第26届世界大学生夏季运动会.深圳市有望成为继北京之后我国第二个举办世界大学生运动会的城市.目前,深圳市各项申报前期工作正在紧锣密鼓地进行.昨天（12月29日）下午,教育部副部长章新胜来深圳市听取申办第26届世界大学生夏季运动会的相关工作情况汇报.深圳市副市长闫小培等出席了汇报会.
经过20多年的发展,深圳市综合经济能力已跻身全国大中城市前列；28日地铁一期工程开通,预计到2011年,深圳地铁将全线贯通,届时深圳海陆空立体交通将更加发达；深圳市现有体育场馆再加上已列入计划拟建的场馆近30座,基本可以满足承办大运会的需要.
据介绍,在现有场馆基础上,深圳市拟建一个国际奥林匹克体育中心,初步选址在龙岗区.奥林匹克体育中心包括一座6万座的主体育场、一座1.6万座的体育馆,占地35万平方米的全民健身广场以及其他配套设施.该中心占地1.2平方公里,总投资30多亿元.深圳市还拟建一个大运村,以满足举办世界大学生运动会的需要.
