when 一般是大的时间,比如：季节,月份,年份等.
what time一般是问具体的几点.
when模糊的时间范畴 可能是下午，下个月，明年等等大的时间范畴
what time是时间点，因为强调的比较具体的时间。
举两个例子：
你问什么时候开学——when
你问开学那天几点到校——what time
正确的说：When是指：什么时候。而What time 是指什么时间。
